The inclusion of small quantities of ballistic modifiers - various lead compounds in double base propellants - results in increased burning rate at low pressure. Furthermore, the lead salts render the burning rate of the propellants independent of pressure (over a certain pressure range) and ignition temperature. A high burning rate/pressure relationship is desirable because it permits the design of lighter rocket motors due to lower safety factors.
